A listed transaction is a tax avoidance transaction. It is a reportable transaction (a transaction that is required to be reported on a return or statement attached to that return which is the same as, or substantially similar to, a transaction specifically identified by the Secretary of the U.S. Treasury as a tax avoidance transaction).
